Since Firefox 3.0.6, you can create a new preference that ignores the Security Zone Policy for Windows XP (and up):

This is so annoying...why would Firefox adopt features of IE when no body like it T_T....not only that, I'm having this issue as well but I don't have the option of Launching applications and unsafe files (under "Miscellaneous") in the customized internet settings. People are saying to download internet explorer & but I don't know how I can do that when whenever I try to download something I can't because of the block.
-=sigh=-....if anyone can help I would really appreciate it.

Today, November 19, 2008, I was trying to download picasa.google.com and got the This download has been blocked .... But I could download from other sites. What it turned out to be is that somehow--undoubtedly one of my security programs--had addedd *.google.com to the Internet Properties>Security>Restricted sites list. I removed it and was able to download.
